SHOPO Announces New Board of Directors &
Strategic Priorities for 2026-2030

Honolulu, HI – The State of Hawai'i Organization of Police Officers (SHOPO) is proud to announce the installation of its new State Board of Directors. Following the recent election held in December, the new leadership team has officially begun its four-year term.
 
With a statewide staffing crisis affecting all departments, the incoming board assumes leadership at a pivotal time for law enforcement in Hawai'i. The SHOPO board is focused on a proactive agenda to improve officer morale, increase our ability to attract and retain the best police professionals, and strengthen bonds among the union, our members, and the communities we serve.
 
"It’s an honor to lead SHOPO during this time of immense challenges and opportunities,” said Don Faumuina, SHOPO State President. “We have the right team to do the job. Our new board is comprised of dedicated professionals, with a diverse background and range of experiences, who bring a solution-oriented approach to the challenges facing our officers and communities today."

 

Strategic Priorities
The new Board of Directors has identified several core priorities that will be the focus of its advocacy and efforts. Those priorities include:

  • Competitive Compensation: Pursuing pay scales that are comparable to mainland counterparts to ensure Hawai'i can attract and retain the highest caliber of law enforcement professionals.
  • Retirement Reform: Prioritizing a policy solution for the Tier 2 retirement issue, which currently jeopardizes the long-term retention of younger officers.
  • Operational Efficiency: Expediting the resolution of grievances to ensure fair and timely outcomes for members.
  • Build Partnerships With Command Staffs: Cultivate productive, professional working relationships with County Chiefs and their command staff to improve morale and ensure we deliver the quality police services our communities deserve.
  • Enhanced Engagement: Increasing activities centered on member support and community outreach to build stronger bonds between officers and the public.

"The stability of our departments relies on improved officer morale, securing pay and benefits competitive with mainland departments, and addressing the Tier 2 retirement issue that jeopardizes the tenure of younger officers,”  Faumuina continued. "By focusing on these priorities, proactively fostering open communication with both command staff and the community, we will build a more resilient police force for all of Hawai'i."

 

Meet the New
SHOPO State Board Members

Don M. Faumuina, President
A 25-year veteran of the Honolulu Police Department, Don currently patrols the night shift in Kailua. He brings eight years of high-level union leadership to the State Board, having served as both a Director at Large and Secretary. Throughout his HPD career, Don has held diverse assignments in Chinatown patrol, the Training Division, and Peer Support. A proud Kalihi boy and Farrington High School graduate, Don is an avid pickleball player and is celebrating 26 years of marriage to his wife, Bella.

Jonathan Frye, Vice President
Jonathan is a Sergeant with the Honolulu Police Department, where he has served for 15 years. Currently assigned to the District 3 Patrol Day Watch, Jonathan worked 10 years in patrol (Districts 3 & 8) and five years as a Detective in the Burglary/Theft Detail. Jonathan has been a dedicated SHOPO advocate for nearly 14 years. Before becoming State Vice President, he started as a Shop Steward and held positions such as Honolulu Chapter Treasurer and Chapter Chair.  A Michigan native and summa cum laude graduate of Ferris State University, Jonathan also serves the community as a Cub Scout troop treasurer and is active with Calvary Chapel Honolulu.

Zelda “Z” Cabudol, State Board Secretary
Zelda is a 35-year veteran of the Honolulu Police Department and has served SHOPO members for 30 years in roles ranging from Shop Steward and Detective’s Director to Honolulu Chapter Vice Chair. Currently a Detective with the Criminal Investigation Division (CID) and a negotiator for the CID Crisis Negotiation Team, Zelda also volunteers as a Team Leader with the department’s Peer Support Unit to assist fellow officers following critical incidents. Whether Zelda is responding on the job, as a Peer Support member, or as a SHOPO representative, the needs of her Blue ‘Ohana always come first.

Jason “Jay” Boquer-Wintjen, Treasurer
Jay is a Sergeant with the Honolulu Police Department with over 22 years of service. He is currently assigned to the Training Division as the Taser Energy Weapon Supervisor. Jay’s extensive union background includes more than 15 years of experience, previously serving as State Board Treasurer, Oahu Board Treasurer, and a State Board Director-at-Large. Originally from Tampa, Florida, he holds a Master’s Degree in Administration of Justice and Security.

James “Jimmy” Maloney,
Honolulu Chapter Chair
Jimmy is a Honolulu Police Department patrol officer in District 3 (Pearl City) with seven years of service. Before moving to Hawaii, he served as a Deputy Sheriff with the Cook County Sheriff’s Office in Illinois for three years. Jimmy has been active on the Honolulu Chapter Board for four years, previously serving as the District 3 Director and Vice-Chair. A native of Chicago, he remains a dedicated fan of the Chicago Bears and the Chicago Cubs.

Cacique “CC” Melendez, Hawaii Chapter Chair
Known by most as “C.C.,” Cacique is a Detective with nearly 20 years of experience in the Hawaii Police Department. Currently assigned to the Area II Criminal Investigation Section, C.C. is the father of three grown, awesome adult children who have scattered themselves across the country. When he’s not solving crimes, C.C. is an avid motorcycle rider, beach dweller, and foodie. In fact, his favorite hobby is recreating his mother’s authentic Puerto Rican cooking in his own kitchen.

Kenneth “Kenny” Carroll,
Maui Chapter Chair
Kenneth “Kenny” Carroll is a Sergeant with 21 years of service to the Maui County Police Department, currently assigned to Wailuku (District 1) Patrol and as the Community Policing Sergeant. His law enforcement experience is expansive, having served in the Training Section, Visitor Oriented Policing, Vice/Narcotics, the Special Response Team (SRT) and its newly created Aerial Unit. Having worked patrol in every district on Maui, Kenny has deep community ties and is a dedicated mentor to the island's youth as a high school and youth football coach. Born in Honolulu and raised on Maui, Kenny previously served as the Maui Chapter Chair and as a State Boardmember.

Brian Silva,
Kauai Chapter Chair
Brian is a Sergeant with over 24 years of KPD service, currently assigned to Lihue District Day Shift Patrol. A Marine Corps veteran originally hailing from Chicago, Brian’s law enforcement background includes specialized work as a Narcotics Officer and Major Crimes Detective. In 2024, he and two KPD colleagues were recognized by U.S Marshals Director Ronald Davis for their role in apprehending a dangerous fugitive, and in 2025 Brian was named as KPD’s State Law Enforcement Officer of the Year at the Top Cop Hawaii Awards Ceremony. Prior to becoming Kauai Chapter Chair, Brian served for two years as the Kauai Chapter Vice Chair.

Lovinna Cayabyab,
State Board Director-at-Large
Having served in both the Honolulu Police Department and the Kauai Police Department, Lovinna brings a unique perspective to the SHOPO State Board. She served 17 years at HPD, where she was awarded the Warrior Gold Medal of Valor—the department's highest honor—and has over 19 years of total law enforcement experience. Lovinna is currently assigned as a uniformed patrol officer in KPD’s Hanalei/Kawaihau District. Her career of advocating for SHOPO members spans both islands, having previously served as a Director on the Honolulu Chapter Board for District 5 (Kalihi), Community Affairs, and the Central Receiving Division, as well as a Director on the Kauai Chapter Board for the Hanalei/Kawaihau District.

Enoka Lucas,
State Board Director-at-Large
Enoka is a Honolulu Police Department Sergeant with 14 years of service. Currently assigned to the District 4 Crime Reduction Unit (CRU), Enoka previously served with the Homicide detail and was part of the Rapid Deployment Force (RDF) cadre that deployed to the Maunakea protests and to Maui during critical incidents. A graduate of Kamehameha School Kapālama, he also holds a Bachelor’s Degree in Political Science from the University of Oregon. Married and the father of three, Enoka is a dedicated mentor who spends his time coaching youth sports.

OJ Willis,
State Board Director-at-Large
Currently assigned to the Training Division, Oscar "OJ" Willis has served the Honolulu Police Department for 21 years. An eight-year U.S. Army veteran , he brings extensive patrol and field experience to the Board, having served in HPD’s Districts 1, 2, and 4 , as well as the District 1 and District 2 Crime Reduction Units (CRU).
