One of the cornerstones of an effective police department is strong officer and employee morale. Officer morale affects every aspect of a police department such as officer retention, recruitment, community/officer interaction, productivity, officer-wellbeing and more. Poor leadership, bad communication, lack of competitive pay and benefits and a negative public narrative are just some of the issues that affect officer morale nationally.

SHOPO developed and is implementing an officer morale survey to assess officer morale at the Department level. SHOPO’s surveys examine how officers views their departments, the department’s leadership, the treatment of employees, as well as general operational issues.
